The advent of the digital era promotes the reform and remodeling of the national governance system and governance capacity. How to use digital technology to complete the governance process and achieve governance purposes, realize governance innovation through digital technology, and constantly promote the improvement of government governance capacity is a major issue in the current national governance theory and practice. In order to meet the new challenges of technological informatization and economic globalization, Chinese public administration community urgently needs to combine the most cutting-edge public management concepts with Chinese public administration practices, be open, innovative, inclusive and mutually beneficial, and realize the common prosperity and sustainable development of the Asia-Pacific economy. In this vision, Dongbei University of Finance and Economics, Meiji University, Josai University and Southwest Jiaotong University jointly launched the China and Japan Four Universities Development Alliance to jointly discuss the innovative development of public management in the digital era. The four Chinese and Japanese universities work together to cultivate outstanding scholars and leaders who will lead the academic frontier of public administration in the future. On November 26, 2022, we look forward to this meeting to make a systematic scientific response, moderate foresight and ideological guidance to the innovative development of public management in the digital era. Jianguo Zhao, Vice-president of Dongbei University of Finance and Economics November 26th, 2022, Dalian 中日四校发展联盟论坛 3 论坛简介 尖山星海，风华正茂。东北财经大学、明治大学、城西大学和西南交通大学，11 月 26 日联袂发起 2022 年中日四校发展联盟论坛，以“数字化时代下公共管理创新发 展”为主体，共同探讨和展望公共管理教育的未来，旨在尝试建立数字化时代下公共 管理学科的基本范式、核心概念和框架体系，进一步完善数字政府、数字治理、信息 安全、社会治理等细分领域的知识结构和学科体系，探讨数字化时代公共管理学科的 人才培养规律和教育体系。 东北财经大学坐落于辽宁省辽东半岛南端的浪漫海滨都市——大连。学校落实立 德树人根本任务，以一流学科建设为统领，着力突出高水平经管学科群的战略地位和 引领功能。应用经济学、统计学、工商管理、公共管理、管理科学与工程、理论经济 学 6 个一级学科入选辽宁省高等学校一流学科 A 类。东北财经大学遵循“博学济世”校 训，坚持立足辽宁、面向全国、走向世界，坚持“育人为本、学科引领、人才强校、 质量优先、开放合作、特色发展”六大发展战略，东北财经大学正向着全面建设“国际 知名、财经特色突出的高水平研究型大学”目标迈进。 东北财经大学公共管理学院是我国最早一批以国家教育部新专业目录“公共管理” 为学科发展方向的学院之一。1999 年 9 月 8 日，东北财经大学公共管理学院成立。经 过 20 年的不懈努力，公共管理学院获得了长足发展。2006 年获批社会保障博士学位 授权点和公共管理一级学科硕士学位授权点；2011 年获批公共管理一级学科博士学位 授权点，成为全校第六个拥有一级学科博士学位授权点的单位；2012 年获准建立公共 管理一级学科博士后科研流动站。我校公共管理学科是辽宁省一流学科（A 类）和特 色学科，在全国第四轮学科评估中位列前 30%；公共管理一级学科进入辽宁省一流特 色建设学科第一层次；2018 年 5 月，获批“辽宁省公共管理研究生创新与学术交流中 心”。劳动与社会保障专业 2019 年入选国家级一流本科专业建设点。经过二十余年的 建设与发展，公共管理学院形成了门类齐全、结构完善的学科体系。 中日四校发展联盟论坛 4 Introduction Dongbei University of Finance and Economics, Meiji University, Josai University and Southwest Jiaotong University jointly launched the 2022 Forum of the China and Japan four universities Development Alliance, focusing on the innovative development of public management in the digital era, to jointly discuss and look forward to the future of public management education, aiming to try to establish a basic paradigm of public management discipline in the digital era Core concepts and framework system. Dongbei University of Finance and Economics is located in Dalian, Liaoning Province. The university was founded in 1952. In 2012, the Ministry of Education, the Ministry of Finance and the People's Government of Liaoning Province jointly established Dongbei University of Finance and Economics. Under the leadership of first-class discipline construction, the university focuses on the strategic position and leading function of high-level economic management discipline group. In the fourth round of national discipline evaluation organized by the Ministry of Education, the evaluation result of the first level discipline of applied economics of the school was A, which entered the national ranks of 2% - 5%; The evaluation result of the first level disciplines of business administration and statistics is A-, ranking among 5% - 10% of the country; The evaluation result of the first level discipline of management science and engineering is B+, ranking 10% - 20% nationwide. The School of Public Administration of Dongbei University of Finance and Economics is one of the earliest schools in China to take the new professional directory Public Management of the Ministry of Education as the discipline development direction. On September 8, 1999, the School of Public Administration of Dongbei University of Finance and Economics was established. After 20 years of unremitting efforts, the School of Public Administration has made great progress. In 2006, it was approved to grant doctorate degree in social security and master's degree in public administration; In 2011, becoming the sixth unit in the university with the first level discipline doctor degree authorization point; In 2012, it was approved to establish a mobile post doctoral research station for the first level discipline of public administration. South Korea in the 1970s 在 Modern Asian Studies 发表。 雷叙川 教 授 管理学博士，政治学博士后，公共管理学院副教授，公共 管理与政法学院副院长，《公共政策与治理》杂志副主编，亚 洲文化与公共治理研究中心主任，社情民意调查中心主任， 美国 DUKE 大学访问学者，美国爱荷华大学政治学博士后。 主持、参与国家社科基金、教育部基金等国家级、省部级研 第十一、十二、十三届中华全国青年联合会（全国青联）委员、 社会科学界别秘书长，人力资源社会保障部能力建设中心培训 专家。主要研究方向为：社会保障管理、养老保险、社会政策 过程。相关研究成果在《中央党校（国家行政学院）学报》 《社会科学》《社会保障评论》等学术期发表。 王永杰 教 授 西南交通大学公共管理学院院长，法学硕士、管理学博 士，教授，硕士生导师。主要从事创新管理、科技管理、高教 结构的关系。著有《三木武夫研究》《新版日本政治的变迁— 史料和基础知识》《变革期的政权和舆论》等。 于 洋 教 授 日本城西大学副校长，现代政策学院教授，博士生导师， 兼任早稻田大学研究生院和立教大学经济学院兼职教授。主要 研究领域为社会保障财政、社会保障制度研究、医疗经济学、 老龄化与老龄人口社会福利等。在日本及中国主要学术期刊 发表学术论文 50 余篇，参加撰写学术著作 20 余部。是在日华 人中从事社会保障与社会福利研究的著名学者。 钟家新 教 授 日本明治大学教授，筑波大学社会学博士。主要讲授社 会福利学、社会福祉政策论等课程。研究方向包括：社会福 祉史，现状社会学分析，近代化社会变动中日比较研究。著有 《日本型福利国家的形成与“十五年战争”》《社会凝聚力的中 日比较社会学——祖国、传统、语言、权威》《在日华侨华 人的现代社会学——越境者们的生活历史》等。 19
